Avolaine® Cortex · Public administration

Increase your processing capacity without more staff.

Cortex maps your procedures and prepares every case.Your case workers check and approve, in a fraction of the time.

The situation

More applications than people.

  • According to the dbb, the public sector is short of around 600,000 staff. New mandatory tasks keep coming, new positions do not.

  • The application arrives digitally and is then processed by hand. The specialist systems do not talk to each other.

  • Experienced case workers are retiring. The procedural knowledge sits in their heads and in file binders.

  • The longer the backlog, the more status enquiries. And every enquiry eats up processing time that the backlog is missing.

How Cortex works

An application comes in, told as a Cortex-Loop.

Cortex is the operating system for your administration: it maps your procedures, connects via connectors to your specialist systems and mailboxes, and gathers the knowledge of your authority in one place.

On top of that, agents do the preparatory work, always with a confidence level and never without approval. Here is what an incoming application looks like as a Cortex-Loop:

  1. Case

An application comes in: via the online service, as scanned mail or by email.

  2. Preparation

Cortex checks it against the knowledge of your authority: legal bases, official instructions, the existing file records.

  3. Agent

The agent produces the work result: documents assigned, data reconciled, the draft decision with substantiation. Alongside it, the system states its confidence level.

  4. Approval

A person checks against the original, corrects or approves. Only then does the result go back into the specialist system. No official decision leaves the authority without this approval.

  5. Learning

Every correction hardens the system. The next proposal fits your procedure more precisely.

This loop is the building principle of Cortex. We use it ourselves every day.

How Cortex works in detail

The principle

Why the approval is not negotiable

Administrative decisions involving discretion may not be made fully automatically. That is not an obstacle, that is how it should be.

Cortex is built exactly for that: the system prepares, and the decision is made by the public official. This approval cannot be switched off.

And regulations are home turf: standards and rules are written down. Cortex checks every case against exactly those and places the reference right next to it.

Use cases

The file has been read. Your judgement is needed.

Four examples of how Cortex can work in your administration.

Knowledge chat for case work and onboarding

Cortex searches official instructions, rules and documented past cases: every answer states the reference and the date. The knowledge of the experienced staff does not retire with them.

Inbox screening and completeness check

Cortex sorts the incoming stack, flags deadline-critical cases and, where there are gaps, attaches the draft request for missing documents. Incompleteness is noticed on day one, not after weeks.

Draft official decisions and letters in your authority’s format

The draft is ready in the format of your authority, with the cited legal basis. A person reads, adjusts and signs: every official decision remains a human decision.

Status information without searching

"Where is my application?" Cortex pulls the status from the specialist system, the draft reply is ready: read, approve, done.

Connecting to your specialist system is part of the configuration.

Your day

What a day in your application office could look like

This is what a day could look like once Cortex is configured for your authority. Which procedure comes in first is up to you.

7:50 am. Ms Berger logs in. The applications from overnight have been screened: 34 new, 28 complete, 3 flagged as deadline-critical.

8:00 am. The draft decision for the first case is ready: grant, substantiation alongside, high confidence. Ms Berger checks against the original and approves. Two minutes instead of twenty.

8:40 am. A case with low confidence: the spelling of the name differs from the register. That is exactly what Ms Berger is there for. She decides to request additional documents, the draft is already attached.

4:30 pm. The office management sees at a glance: completed cases, open cases, where things are stuck. No tally sheet, no follow-up questions.

And most importantly: every single decision on this day was made by a person. That is exactly what the audit log records.

Trust

Built for an authority that is accountable.

Cortex runs in a protected European cloud, never via American services. The file stays your file, every recommendation is in the audit log.

Protected European cloud.
Administrative data stays in Europe and never goes to an American service.
The file stays your file.
Cortex does not replace a specialist system and does not extract any data. If you stop, everything stays with you.
Nothing without approval.
No official decision and no information leaves the authority without a person having checked and approved it.
Audit log for supervisory authorities and appeal proceedings.
What was proposed, on what grounds, who approved it and when: all documented.

And our specialist systems?

Cortex does not require your specialist systems to be modern. Via connectors it picks up the work where it sits today.

We measure the answer quality continuously instead of claiming it.

The GDPR is thereby answered: it can be implemented in compliance, because your data stays in Europe and never goes to American services.

Getting started

How Cortex comes into your administration.

The platform is ready. It is our own operating system before it becomes yours. Your procedure becomes a configuration, not a programming project.

The configuration is the project. Together we bring your procedures into the system: official instructions, rules and the knowledge of your authority. The start is deliberately small: one procedure, one office, one measurable result.

Operation follows the proof. First the system runs along in shadow mode, without interfering in your workflows.

  1. 01

Free AI potential check: free of charge, at your premises or by video.

  2. 02

Pilot: in shadow mode, without interfering in your workflows.

  3. 03

Permanent operation: only after proven maturity.

  4. 04

Expansion: procedure by procedure, each one paying for itself.

And you stay fully in control at all times: your data and workflows remain in your hands from the start.
